Connecting China - Should WiFi be for free or paid?

Today I asked my emerging panel at Connecting China a first question. I had some trouble getting online here in Beijing and we have been discussing the issue. What do you think: should internet access be (almost) for free, just like the roads and the water supply? Or should internet and wireless access be a way to make money? In the US getting online is very expensive, limiting access to the internet. But is some cities, like in New York, local governments want to offer city-wide free wireless access, because they feel that is good for the economic development.
Of course everybody is free to add their two cents also here. What do you think is the best approach: does it work better when the interest is for free, or should it be possible to make money by offering internet access? Any thoughts? Please let me know
