Today at the Shanghai notary I got a rather sensible advise after my colleagues first tried hundred times in vain to get through to their phone service. My tour to all those government departments has been useless: I should make the certificate by myself. Letterhead of one of the papers I'm registered for, some mumble jumble in English, a signature and a chop. This weekend I might do some cutting and pasting to get that done.
