internet - Has China any broadband ?

Just moved into a penthouse in Brussels for the coming weeks, for the first time with my own internet connections, so not depending on poorly connected five-star hotels or temporary facilities at internet cafe's. The speed is amazing, faster than anything I have ever had in Shanghai.
Officially I have been using broadband for years, but my experience outside China makes me wonder whether what China calls broadband is really broadband. When I used to test the connection speed I had to put my settings on a dial-up connection. Officially 30 percent of the 100+ million internet users in China has broadband; have they?
Next question: why this lack of capacity? Is the backbone capacity not enough, are the internet filters hampering performance?
