It is all speculation, but since that is all we have, it seems ok to ponder around about this idea. Leo Lee suggests that the death of the famous writer Ba Jin, and especially his struggle to get euthanasia approved, might have triggered off the block.

Before his death , there was debate spread over internet about his appeal of free pain death. This year it was his 103th year living in this world. For long, he had been suffering from different old-age diseases. However, because he is such a important person in China's society, the officials didn't want to make this vital decision for his living, and nobody wanted to take responsibility for the consensus pressure. If any level of authority approved his request of a pain free death, they would be facing thousands of blames on their irresponsibility of important people's life. (With minor corrections - FT)
