law - China on democracy

The information office of the State Council published a white paper on democracy, yes, indeed, you can find in full here. I have been struggling through the little print, but could only find statements like:

The immense achievements of the construction of the socialism with Chinese characteristics have made the CPC and the Chinese people full of confidence in the road of political development chosen by themselves.

Have I missed something sensational here? I'm afraid not. I did not expect to find Taishi or Lu Banglie by name here, but I have not nothing apart from superficial statements.
