NGO's - Exploding business looking for legalization

The number of foreign NGO's in China is exploding, now an estimated 3,000 to 6,500 entities, according to Chinese media. Technically those activities are illegal, since China has not yet laws to cover NGO's. Unclear is what the current definition of NGO's are, when they include Chinese NGO's and many business-like activities in the larger cities, the number might actually be higher.

All unregistered international NGOs share the same problem of having no legal status, which causes trouble not only in developing members and receiving donations, but also in recruiting employees and entry-exit procedures.
