Simon World points at this other example of how China just has to fiddle with figures and cannot take them at face value. Research has shown that the number of people with AIDS in China might not be as high as previously estimate, 840,00 and stable of the past two years.
Since the government has embarked on a intensive anti-AIDS campaign, those lower figures could undermine that campaign, so they are kept secret. Very much comparable to the GDP-figures that are manipulated upwards or downwards to support current government policies. The truth is just not that important.
