In another small step towards a civil society the Chinese government has started to provide funding for NGO's for the first time, writes the China Daily. As an experiment will spend 11 million Renminbi (US$ 1.36 million) on 22 projects in poor villages in Jiangxi Province. The experiment will be expanded when it proves to be successful. One million US dollar is provided by the Asian Development Bank.
Over de past half decade non-governmental organizations (NGO"s) have started to florish in China in de country where everything is considered to be state-run. NGO's often had to operate in a legal grey area without proper ownership structure and certainly without funding from the government. Some were registered as companies, resorted formally under a government body or were just illegal. The government would provide money directly through government channels.
"The current system of poverty alleviation has many shortcomings," he said. "Funds from the government are delayed at different levels of administrations and sometimes do not even reach the needy."
"The new co-operation between the government and NGOs will lead to a win-win result," said Kang Xiaoguang, professor at Renmin University of China.
