internet - Funny laws ban Outlook

Very hard to make up my mind on what is more funny: the laws China sometimes introduces to ban the most stupid things, or western media and analysts taking those laws serious. VNU Net reports about a Singapore-based consultant who has discovered some Chinese legislation that introduces licenses for mailservers.
Nobody would have noticed it, or even implemented it, if this Singaporean guys had not pointed at it.
“Looking at the Chinese text, it is clear they have worded it carefully”, he told vnnet, “They know exactly what they are doing and what they want. So this isn't a case of clueless civil servants screwing up or just bad translation.”
Clearly somebody who has no clue how China works. It is part of the Chinese anti-spam laws, and nobody really expects that to work. At least 50 percent of China does not work according to the laws and regulations otherwise the country would not be booming as much as it is now.
