economy - Steaming growth seems impossible to stop

About a hundred experts gathered this week in Beijing in an effort to find new measures to stop China's rampant growth now past approaches did not help, writes AP (but it is one of the major stories everywhere).
In the for China typical struggle between the central government and the local ones, the central government seems to lose increasingly its grip on the economy. Another report:

While at a central level the government sees that growing environmental concerns make it very hard to retain the current speed of growth, at a local level officials are just cashing in and see no reason to slow down growth.
