internet - Should I get a new provider?

I just got today two complaints (and earlier a few too) about the slow downloading speed of the China Herald. Personally, I did not notice it really, since I would be downloading three, four or more sites at the same time and only get upset when a site really does not download.
For the time being, I blame my hosting service Bluehost in the VS, but are not hundred percent sure. Are there any other suggestions out there for what might be the reason for the slow downloading speed?
Otherwise: suggestions about providers (outside China) you are really happy with are also welcome.
