law - An effective crackdown on DVD's?

Howard French has been trying to get a copy of Borat's movie and discovered in the process Shanghai authorities are effectively cracking down on illegal DVD's in the city. I'm confused. An effective crackdown? Or is French not looking good enough. Who could find a copy of the Borat movie?
