Has Europe been retaliating for China's stringent visa rules?

An interesting conversation is emerging after I noted earlier that the Netherlands had tightened its visa rules for Chinese citizens coming for business reasons to the Shengen countries. At least one commenter noted that also Spain has seen similar similar tightening of the visa rules in August.
He makes a logical association with the tightening of the Chinese visa rules ahead of the Beijing Olympics. Those rules are often reciprocal, although the possible toughening of Europe's visa rules (note this is still only an assumption) is mostly hurting European interests
Well, that is not different from China's visa rules, who have hurt China more than anybody else. Those Chinese rules are back to normal now, so perhaps that could also happen with Europe's visa rules?

Even though the visa rules for both Europe and China seem to be ridiculously tough at the moment. These "new" business visa rules would bring it more on par with an individual "tourist" visa, which also requires proof of solvency of the party extending the invitation, as well as the insurance. The original business license thing seems to be a difficult one though. Cannot imagine a big co providing their employees with original documents.
